PACT Association is looking for a Senior Public Procurement Officer (IT) for a freelance assignment with District09.

District09 is the strategic IT partner of the City of Ghent and its partner organizations. It provides expertise in IT infrastructure, application development, digital innovation, and e-inclusion. Strategic IT procurement is therefore of critical importance to the organization.

Pending the recruitment of a permanent Strategic IT Procurement Officer, District09 is seeking temporary support from an experienced external professional.

Your Responsibilities

As a Senior Public Procurement Officer (IT), you will:

Lead strategic IT procurement processes.
Manage and oversee procurement files from analysis through execution.
Ensure correct and strategic application of public procurement legislation.
Apply a data-driven approach to IT cost benchmarking (TCO, 80/20), including analysis, risk assessment, decision-making, and implementation.
Contribute to a forward-looking and strategic IT procurement vision.

Profile

You have:

At least 5 years of proven experience as a Senior Public Procurement Officer and Strategic IT Buyer.
Experience with NIS2 – TPRM implementation.
Thorough knowledge of public procurement legislation.
Experience with data-driven IT cost benchmarking (TCO, 80/20), including analysis, risk evaluation, decision-making, and execution.
Demonstrated experience managing procurement dossiers.
Solid knowledge of procurement principles, processes, and strategies.
Strong understanding of the IT market and trends, with a well-established external network.
A bachelor’s or master’s degree.
Native-level Dutch proficiency (CEFR level C2).
